Pengamat sosial dari Unversitas Batanghari Jambi Drs Sainil Munir mengatakan, Menteri Tenaga Kerja dan Transmigrasi (Menakertrans) yang baru Muhaimin Iskandar harus lebih peduli meningkatkan perlindungan tenaga kerja Indonesia (TKI) yang masih banyak mengalami siksaan di luar negeri.
“Kasus TKI yang mengalami penyiksaan dan haknya diabaikan di luar negeri hingga kini masih terus terjadi, dan itu merupakan tanggung jawab Menakertrans untuk memberikan perlindungan pada mereka,” kata Sainil di Jambi, Kamis (22/10). Menurut dia, penerapan perlindungan TKI di luar negeri hingga kini juga belum berjalan dengan baik, sehingga kasus pelecehan, penganiayaan, bahkan pembunuhan yang sering dijuluki pahlawan devisa itu selalu berulang.
Menakertrans yang baru selain keras membela hak TKI di luar negeri juga dituntut kerja keras membenahi sistem perekrutan TKI yang akan dikirim ke luar negeri. Banyaknya perusahaan pengerah jasa tenaga kerja Indonesia (PJTKI) ilegal yang merekrut dan memberangkatkan TKI juga secara ilegal sering luput dari pengawasan dan tindakan pemerintah.
Selain itu, kendati PJTKI itu jelas dan legal, namun wilayah rekrut TKI dengan kantor domisili perusahaan itu juga berbeda, sehingga bila terjadi kasus TKI di luar negeri perusahaan itu susah dituntut. Ia mencontohkan, PJTKI di Pekanbaru, Riau merekrut TKI di Jambi, dan diberangkatkan lewat Batam, Kepulauan Riau, namun bila terjadi kasus di luar negeri yang disibukkan Pemerintah di Provinsi Jambi.
Ketegasan dan kejelasan PJTKI tersebut juga harus mendapat perhatian serius Menakertrans yang baru, supaya kasus yang merugikan pekerja Indonesia di luar negeri bisa diminamilir bila perlu dihentikan. Ia menyebutkan, keberadaan TKI juga terkait wibawa dan citra Indonesia di mata dunia, sehingga pekerja yang dikirim ke luar negri itu betul-betul tenaga kerja handal yang mempunyai keahlian.
“Yang tidak kalah penting yang harus diperhatikan ialah PJTKI dalam mengirim TKI harus berdasarkan permintaan atau ‘job order’ dari negara yang membutuhkan, dan sebelumnya harus disiapkan keahlian dan keterampilan yang dibutuhkan didukung penguasaan bahasa negara tempat TKI bekerja,” kata Sainil Munir.
